0. Introducing the Step
It is proposed to adopt a three layer Partnership Governance framework:
- federated and light at the strategic layer - principle driven
- more detailed at the tactical - system driven - layer
- adapted to local conditions at the operational - tool driven - layer

Each actor/role is assigned to a class and is aware of own capability maturity or competence. | Yearly reporting with adjusting of targets in accordance with observed treaths and innovations that have emerged in the past year. Each class is under governance of one specialized organisation of the UN. Cross class conflicts on mutually dependent objectives and targets are addressed in open consultations organized by the governing bodies.
